Does power breed corruption or nobility?
I know they say absolute power corrupts absolutely, but isn't insecurity the reason for that? I know he was fictitious, but Hercules was able to do incredible feats that no normal human could of done. He didn't hold his power above others anymore than Superman. Isn't it the rich person who can't see an amount of wealth that can't be taken away in their lifetime that keeps on self serving without end? It's the fear of losing that corrupts? Hercules was also more noble than most humans? He knew exactly what he could do, and didn't fear losing it. I suppose it's also bad for a person to be all pious and not really know the struggles of those with less, but it certainly beats a tyrant.

No, I don't think so. It's the seduction of owning even more, being even more important, having even more people under one's control, inspiring fear and awe and envy in others.
But, in order to be corrupted, one must be corruptible in the first place.
The same person who, when reasonably well off, readily succumbs to the temptation to steal office supplies at work, or not return a borrowed item if the owner doesn't ask, is the one who will take a bribe or embezzle funds when it's easy to do. If such a person becomes rich and powerful, they will abuse both their wealth and their power. If such a person is caught after his first instance of fraud, or remains unsuccessful and obscure, they will only be a nuisance to their neighbours and relatives.
The kind of person who, when he's poor, will go back to the store when he realizes he's been given too much change and return it, if he becomes rich will invest his excess capital in bringing clean water to African villages or vaccinations to Borneo.
It's not money or power that does the corrupting: people do it.
I think it's safe to say that in some instances (especially politics) the fear of losing power is a powerful aphrodisiac for fraud and violence. I think Acton's one of those quotes for which it isn't hard to find facts to match the sentiment; it's serviceable and versatile even when used out of context. But Acton was thinking about popes and kings not the Dean of English at some college, or the CEO of Disney. The broader question of how people use and abuse leadership always provokes strong feelings. I don't think it is necessarily the case that powerful people abuse their power, but it happens often enough. The broader question of what is a great man remains unanswered - do we ask Nietzsche or Gandhi?
As to power being an incentive for nobility - I can see how this might be the case. Can we think of some good examples? Are they like Wittgenstein turning his back on the influence of his family and giving away his considerable fortune? Or are you thinking of examples of nobility expressed as an attribute of power? Like Jesus (if his story wasn't mythical).
The great dilemma of power is that ultimately the only counterbalance to it is the character of the wielder, which is why many myths deal with the quest for virtue, wisdom and what it means to wield power responsibly.
I'd say the fear of losing, which I will instead characterize as the drive for power to consolidate itself, is a manifestation of corruption (note power, not wealth!), as the desire to control others is inherently corrupt.
I see no reason why power would breed nobility. If anything we see that the elite of society have a much greater tendency to misbehave and abuse power, though this might simply be due to the fact that they're in a position in which they can. Historical instances have proven that it doesn't take much for the common man to devolve into atrocity when given power either.
On the rare occasions that a virtuous individual comes to power and uses it to do good, that is a product of the character they cultivated beforehand.
There are two forms of Power here: direct power - that which comes from one's innate/instrinsic talent or ability and indirect power - that which comes from the gathering/accrual of valuable assets and can be learned/harnessed by many.
For example, some people are born the strongest, fastest, most beautiful/attractive, with the best vocal range or flexibility, etc. These are traits that cannot simply be acquired by others. No matter how hard they train or refine their own base level traits.
Money on the otherhand, is a source of power that can be exchanged, possessed by anyone, to any degree. A proficiency that can be learned or done for you through investment/ employment.
So the greatest insecurity for people capitalising off pure talent is bodily harm, ageing and illness that affects their ability/ talent.
For a businessman, the greatest insecurity is theft, stock market volatility, getting sued or making poor financial choices, competitors developing something better, people manipulating you to take what you have.
There is ofc overlap. But the nature of being the strongest, tallest, etc for example is something people can witness at any given moment. The merit is self evident and the variables small.
The ability to be the most financially astute/ clever is much harder to ascertain and maintain, because at any moment, someone else could make profit hugely off manipulating your money legally, and the economic climate is forever changing and developing based on geopolitics and technology to list just a few variables.
It takes a great deal of hypervigilence and control of others to secure a stable financial state. It takes less of that and more self focus/training to run when the gun fires and collect your sponsorship paycheck when you get the gold medal.
There are also corrupt poor people.
Power can be used for good or bad. Just as money can finance weaponry or charities.
An ignoble one desires power for its own sake and never considers himself unworthy or incompetent. It tends to be the most ruthless and least principled persons who attain to positions of power; by the time they back-bite and claw themselves to the top, whatever scruples they did have erode completely. And, because of what they have done to get power,they have accumulated a great many enemies; also, they assume everyone else wants it and will use the same methods to take it from them. Then they will live in a constant state of insecurity, and be just ruthless in defending and expanding their power as they were in acquiring it.
That's a lot like the animal to keep eating almost until you burst, just in case there is a famine coming. Yes, that's one kind of mind-set that might motivate a person to accumulate long past their needs and desires. But it goes nowhere near to explaining the flamboyant conspicuous consumption of many super-rich - the gold toilets, $100,000 bottles of wine, $5,000,000 pictures, two Lear jets and eleven chateaux in different parts of the world, the overdecorated bling, the hideous dresses and ridiculous watches that have to be kept in a vault. That's not about fear of scarcity; that's about compensation for.... something.
Is that because the super-rich - except for people like the Koch brothers and George Soros - don't understand the power of wealth, or because they're insulated from the this-worldly origins of the many, many things they accumulate and never use?
No. It's opportunity. Even the most insecure leader would not turn to corruption if there's some measure placed against it.
Get this. White collar crimes are often not about money -- these criminals aren't destitute for money or in dire need. It's because opportunity presents itself.
Interesting. Why do I doubt this. If the grass is indeed always greener, what else might hold true. Nurture vs. nature, basically, or something in between? People can't change? Ignorance and reclusivity (or perhaps luck) to never have the limits of one's resistance to temptation tested need not be mistaken for virtue, mind you.
There are many factors why people are corruptible, but I believe the chiefest among them is social conditioning. I don't just mean a child being told "Honesty is the best policy" and "You must always tell the truth" and then seeing his parents tie into the neighbour's cable feed or having to tell a salesman that mommy is not home. I mean the prevalence of unpunished crime in popular entertainments and in the news. The blatant disparity of standard of living between people who make their living by honest and by questionable means. The derision of classmates when they don't want to go along with a prank or cheating on a test. Seeing people everywhere, all the time, not only getting away with dishonourable behaviour, but being rewarded and applauded for it.
Unless one has very strong character and some absolute standard (like a heavily influential role model, or a beloved mentor one cannot disappoint) to meet, it's easy to think, What the hell, everyone is doing it. Why be a sucker?
I think studies have been done on children who thought they were being watched versus not, or those who were suggested that an all seeing God is always present. When they thought there were no witnesses they stole from the cookie jar when the adults left the room.
Perhaps we need to be omniscience about the futures caused by our actions from the near future to the very end of time to even begin to set standards of behavior as moral or immoral. We surely need to see the point and know that our positive intentions aren't negated and neutralized by something else put into motion by the same.
Nobility isn't correlated with power.
I have no idea what that means, but it sounds really profound.
- A bureaucracy that doesn't work, doesn't deliver. This creates a reason/necessity for bribery: I'm in a hurry!
- Government officials who aren't paid creates corruption: somehow they have to make their income too.
- Government officials having the ability to decide if something is valuable or not creates the possibility for corruption: if a highly valuable permit needs the blessing of a low-income bureacrat or officials decide if one can build a shopping mall on farm land or not, someone may "oil" things.
- Nepotism: You have to take care of the family!
- Past corruption breeds present corruption: it's the norm of the land.
And usually: all of the above. And when it's something ingrained into the culture and the attitudes of people, it's not going away easily.

Moral people when given power behave in moral ways. People who become corrupt when given power weren't moral, they were just previously constrained. Its like the arm chair moralist in philosophy. Plenty of people will think in their head, "Oh, I would rationally do the right thing given this circumstance." Would you really? Its a whole other situation when the reality of threats and rewards are right there in front of you. Being able to rationally ascertain what is moral doesn't make you a moral person. Your actions when tested do.
Morality itself is corrupted by power, and so it's common for the powerful elite of society to operate by moral principles vastly different from what we see amongst the common person. Of course, if you look at this only from the perspective of your morality, and call all you agree with moral and all you don't immoral, then your circular logic can hold. But if you look back at history, to compare the moral views of the powerful and the many, patterns emerge that are difficult to ignore. Would it surprise you that the likely perpetrator of cruelty has a different perspective on it than the likely victim?

The perception that power itself corrupts probably stems from the fact that people who were already immoral are far more likely to seek and gain power than those who were not. And once they have gained it, they are even more likely to abuse it. (Has the whole world not recently been treated to an all-too-graphic illustration of this process?*)

There has been no mention thus far of relative morality, so no circular logic. I am assuming what is moral is consistent whether you have power or not. If morality is relative, then you need to define the difference between corruption and someone shifting their moral stance. A moral stance shift alone does not demonstrate that power corrupts, only that moral situations change with more power.
So, do you believe morality to be stable, or relative? And if relative, when does corruption occur vs a moral stance shift due to the situations and needs that arise due to having more power?

My earlier statement was wrong actually, even if morality was objective, your logic would still be circular. You're defining moral people as people who act morally, and people who act morally as moral people.
I think everyone has their opinions, and their reasons for thinking they're correct. Whether people are corrupted into an objectively wrong or subjectively wrong path... not sure it matters to this discussion.

People who are moral act morally. What would corruption then be? Despite the person previously knowing, agreeing, and following moral precepts, the person begins to purposefully not follow them.

People born and bred as elite are raised with a different set of values from that of the middle class, which is different again from the moral climate in which the lowest tiers of society live. The specific principles vary from one society and era to the next, but the class distinction tends to be constant.
And so, what kinds of inducement corrupts a weak moral person from one stratum will be different from the temptations of a weak moral person from another stratum. How strong one needs to be to resist corruption depends on the particular circumstances in which the temptation is offered.

Power influences the moral views of those who wield it, and when power is a bad influence, then they've been corrupted by power. A slip up is not a "corrupt action" Where is the corruption? What is doing the corrupting? If a person simply chooses to disregard what's right or wrong, because they felt like it, then I think as you said, they just never really cared to begin with.
Misuse of power is only one example of what may happen when the wielder of power is corrupt. Corruption means debasement, spoilage, loss of integrity, purity and wholesomeness; rot, ruin, decay. It can come about in many substances besides human character through many agencies and devices.

I don't think power can corrupt everyone, and some will definitely act nobly despite having power. You say those with strong moral fibre will resist temptation, but what about corrupting someone who is weak? Is that not still corruption? Or someone from a little bit immoral to extremely evil, is that not corruption? Perhaps we could agree on the possibility of power being a corrupting influence in these cases.

Power doesn't directly correspond with temptation and opportunity, as with proper oversight, both can be substantially reduced. Theoretically, with perfect oversight, and no opportunity for the misuse of power, then power should not corrupt, and so I concede that you're right.

I don't believe anything is objectively moral. Morality is a human concepts and humans tend not to form a consensus on the particulars of even the most commonly shared concepts.

No, I'm stating that power reveals one's moral standing. To be a moral person, one must understand what is moral, and follow that despite temptations. A person who used to actually be moral, or make correct decisions despite temptation, who then later gives into temptation regularly while knowing they are wrong has become corrupt.
Many people are not moral, they're just too weak to act upon their temptations. This should not be confused with being a good person. Power is simply the ability to exert your will upon the world with success. Mother Teresa could not have done what she did without power. Same with Ghandi. Charities must receive money to do what they do. America could not have won WWII without its power.
Power can also make a person resistant to temptation in many ways. If someone offers you 1,000,000 dollars, to commit an evil act, but you're a billionaire, its not very tempting. While power often times allows us to get away with acts that we normally would not, it can also diminish the ability of the temptation of rewards. So it is not power that is at fault, it is about a person's capability to take the moral high ground despite temptations offered to an individual.
A very simple interplay here is on the forums. Is it not tempting to insult others sometimes? To type with the mindset of winning a discussion without regards to the big picture truth? Is it power that tempts people to fall to this, or is it a lack of power? Often times insults and dismissive posts are the result of someone losing a point in a conversation, and it is the temptation to feel powerful despite our loss that causes us to behave arrogantly and insult others. Would a person who truly was the most intelligent and well versed person find any temptation in this?
Perhaps what is truly tempting is that which we lack. If what we lack is power, then we can be tempted by it. If we lack success, we are tempted by the easy offer of it. What corrupts us is not what we have, but what we crave and do not own.
I think Vera Mont is correct in that temptation and opportunity corrupt (or can), and thus, power by itself doesn't necessarily tell us to what extent a person has opportunities, the environment matters a lot too. So, as you say, there are situations where power may actually make certain opportunities less appealing than they'd otherwise be, and having power by itself doesn't necessarily grant opportunities and temptations more than being powerless, it depends on the context.

I find for most widespread phenomenons, blaming individuals is the wrong answer. Poverty, obesity, addiction and so on, we try to put the blame on the people in these situations and focus on what they could do to get out of their situations. That the problem is widespread has already told us that human agency either isn't the cause or isn't the solution to the problem. What makes humans weak to opportunity and temptation that they're so often swayed? I don't know if there's a simple answer.
I should think it's both, as the very concept of moral corruption is exclusively human, as are the environments in which it occurs. Human nature both necessitates and opposes moral constraint. We make rules of behaviour to ensure the welfare of society, but those rules restrain individual freedom to act. But we want both safety and freedom, which causes a constant tension between upholding and breaking the rules; between controlling and challenging the rules.

For me, the foundation of morality is recognising that we need to do what's best for ourselves and others and that if everyone only did what's best for themselves, it'd be worse for everyone. The goal should be to organise rewards & punishments in a way that enforces good behaviour and punishes bad behaviour. I don't view morality as being an effective deterrent by itself, especially not in the case where it's relied on to be self-enforced.
I'm sure I would be easily corruptible as I view morality pragmatically. Nonetheless, I think the majority of people share in my circumstances which led me to my moral views, and my circumstances are unlikely to change sufficiently anyway. I don't want to be allowed to murder if it means others could as then I'd be living in a hellish place where I had to live in paranoia. It's in my best interests to support a system that forbids and condemns murder. I don't expect those with the ability to harm me to not harm me out of moral principles, but I think all of those like me who are at risk of being harmed need to try to set up a system where we're protected.
Perhaps I'm just a cynic, but I don't ever expect people with the ability to misuse their power to not misuse it. If they don't, great but that can never be our expectation. The focus should always be on enforcement, regulation and oversight. The question is how we create a system that rewards & punishes in a way to create the outcomes we desire. I think we evolved with morality to serve this purpose, we lived together better when some degree of cooperation was enforced socially.
It's equally problematic when morality actually reduces our cooperativeness or promotes uncooperative behaviour. OP asks if the rich are just insecure, but capitalist society worships and rewards the ultra-rich, and people hold seminars on how to learn from them and be more like them. They're not corrupted at all, they're just doing what the system rewards and doing it very well, the whole premise of the OP is wrong.
I entered this topic sort of just responding to what others were saying, but in terms of my own view, I think morality is just weak. There are social reasons why we need to present ourselves as being moral and upstanding and incorruptible, and because of that, morality is strongest in public discourse. Morality stirs emotions, creates the loudest voice, and shuts down opposition aggressively. But if you look at the world we've created, you can't even trust priests or imams to not abuse their power. If one only takes how things appear on the surface, their view of morality will be incredibly warped.
Whatever "moral people" are, you can't actually spot them. Even someone as violent and warped as Ted Bundy was seen as a charming gentleman and people who are supposedly the best of us get revealed to be liars all the time. So many scams, with tens of thousands of people, completely oblivious even when it's obvious. MLM leaders are worshipped by those they're scamming, political leaders who are so corrupt, they still get support from millions, tens of millions of people.
At the end of the day, we're forced to try to build systems that protect people, we should never rely on the self-enforcement of moral principles. BTW, not saying this as a rebuttal to you, I just went on a rant.
There is one point of major corruption for people in power. They can, while others are prevented from doing likewise. Dictators seem to acquire a taste for it, like an addiction. Of course, they were probably inclined that way before they fought their way to the top.

Perhaps the best solution is not to let any person have too much power in the first place. Or too much responsibility, which can cause a whole different set of problems. We need to spread governance among more people, who all have to co-ordionate their efforts in order to make government work; that way, each of their activities would be known to all the other members of the team: no secrets.
Other safeguards could be put in place, if the people and their representatives really wanted it clean, efficient and accountable.
Money permeating every aspect of every system has its share of damage. So have social media, and before that broadcasting and print media.

The dark side of morality always finds a way to do harm without being a potential victim. Racism, classism, retribution or harm done in the name of some great cause. The morality of the weak and meek, those who can only be victims is the most gentle, and the morality of those who can harm yet also be harmed is harsh but measured, but the morality of those who can harm without fearing harm is monstrous.
What's great about democracy comes not from voting, but how it establishes accountability, and how those in power at least have to pretend to care about what the masses want. The cycling of governments in particular is incredibly powerful because if a party is voted out of power, someone else comes into office and looks over everything the previous party has been doing. They'd love nothing more than to find a corruption scandal with which they can destroy their political opponents, and they've got no motivation to protect the previous officeholder.
We've got laws and government bodies set up to prosecute on the basis of corruption, although they're not always as effective as they should be. As you say, transparency is crucial, sharing power and ensuring that no culture of backscratching is permitted. These are important practical considerations.
Why some countries are more corrupt than others, is not a reflection of the personal characteristics of the people there. Do you agree? Or can we point to a country filled with crime and corruption and show how it's the fault of moral failing? If the people there were just better, kinder, and more rational. For the individual, how do we balance their personal failings against the impact of the system they're living under? Is corruption the fault of the corrupting influence or the one who was corrupted?

Absolutely. It seems to me the ones that are most open to corruption are the countries that didn't establish their own government. They were colonies, maybe cobbled together from mutually hostile ethnic groups, or puppet governments set up and supported by interested empires. So the patriotic, conscientious citizens never get a whiff of power, even in the civil service. Because that's the second line of defence: even if the rulership is corrupt or incompetent, a decent civil service can keep a nation functioning - at least, until it coffers are robbed dry.

I think it's a mutually agreed contract. If the corrupting influence is something like a patron state - the US or the USSR or China - they pick the governing body from those men they've already enlisted. Everyone else is intimidated or disappeared out of the political picture. If the corrupting influence is a vested interest, like a mining consortium or chemical manufacturer, they dazzle the existing government with promises of prosperity - starting with the top tier of official, and never trickling down very far. If the corrupting influence is money, only the greediest, and therefore most compliant to the demands of money, have sufficient backing to succeed.
The common people, who just want a day's pay for a day's work, a half pint with mates on the way, a quiet evening with their families and Sunday afternoon by the lake or at a ball game, never get near wealth or power and have very little opportunity to be corrupted.
The very smart people, who might do some good in government, are mostly busy pursuing productive interests and don't want power.
